THE COMPETITON

The subject of the competition is the plan for an architectonic design addressing the street Františka Křížka, one of the most significant urban axes in the locality Letná, connecting a significant number of public institutions (educational and cultural) and the parks Letenské sady and Stromovka, which would improve the safety and navigability of the street as well as increasing the liveable qualities for residents and visitors in the setting of a heritage-protected district.

The purpose and aim of the competition and the subsequent new form of the street Františka Křížka is to find, in a complex urban situation, a suitable form that would meet the requirements of residents, public institutions, local businesses and visitors or customers. It is necessary to bear in mind that one of the most urgent themes in this locality is the parking of private cars, and the announcer would like to stress here its requirement for the retention of parking spaces for residents.

The result should be that the street is no longer an unwelcoming corridor of parked cars, but instead a refreshing and pleasant place to be, and would be of benefit to local residents. In addition, it is necessary in the sections near the schools to create points where children can safely cross, and near the cinema ‘Bio OKO’, and if possible the theatre ‘Alfréd ve dvoře’, to create a fitting front space for these cultural institutions.

The competition is opened with the sending of a notification to the Czech Publication System of Public Procurement as per Article 145 of the Public Commissions Act, and the publication of the Competition Conditions on the website of the announcer: http://www.praha7.cz. As of this day, the competition deadline comes into effect.

Submission of Competition Designs
Competition designs may be submitted on any working day in the week in the period between 7:30 a.m. and 6:00 p.m. on Monday and Wednesday, between 7:30 a.m. and 3:00 p.m. on Tuesday and Thursday, and between 7:30 a.m. and 2:00 p.m. on Friday; and on the final day of the submission deadline between 7:30 a.m. and 2:00 p.m.

Deadline for Submission of Competition Designs
The final term for the submission of competition designs, i.e. the end of the competition deadline, is
January 19, 2017 at 2:00 p.m., Central European Time.

Evaluating Meeting of the Jury
The date for the meeting of the jury for evaluation of the competition designs is set preliminarily for February 8 – 9, 2018. The precise date of the holding of the evaluating meeting will be set in the course of the competition.

EXPECTED OUTCOME OF THE COMPETITION

Main ideas of the solution for the street
Including the possibility of changing the transport plan with determination of key and conceptual points of the competition design

Design of new rows of trees

Modification of the transport and parking regimes
Parking can be altered within the framework of the design, but it should not cause any lowering of the capacity of residential parking places. Any increase in parking spaces should be given justification.
Positioning and extent of modification of public space to ensure user safety

Urban planning detail
Two segments should be rendered in a more detailed scale:
The front space of the cinema BIO OKO
and of the primary school Františky Plamínkové
in the section between the streets Skalecká, Kostelní including the plan for entrance to the park Letenské sady. In these detailed sections, the design should be rendered down to the details of proposed street furnishings, their precise location including the material plan for the entire area and the proposed traffic signs for the given location.

Description of the Design
In the text report, there should be a precise description of the proposed modifications to the street, the assumed budget, the proposed material solution, the chosen type of newly designed vegetation elements, the character of measures to increase safety near the schools, the balance of parking spaces.

Draft Budget
As part of the competition design, a draft budget should be submitted for the cost of street revitalisation. The assumed investment budget for the project is 20 milliion CZK.
