The subject of the competition is the design of stage III of the flood protection measures of the city of Olomouc. Its implementation will complete the flood protection of most of the built-up area of the city. It includes the Morava River and its left and right bank riverine zone upstream of the bridge on ul. Komenského ( following the just completed implementation of stage II.B) up to the confluence of the Trusovický brook with the Morava, as well as the Trusovický brook and the downstream zone from its confluence with the Morava up to the crossing with the Olomouc-Praha railway line. Outside the river zone, the subject of the competition is the design of a flood protection measure in the form of a closing dam (embankment) between Černovir and Hejčín, including a floodgate on the Mlýnský Brook.

The aim of the competition is not only to increase the protection of property and safety of Olomouc residents but also to develop a vision of the city for its future development. The flood protection improvements should not consist in a mere increase of the existing walls and dykes, but in a comprehensive concept of the river space in the city. This should divert large amounts of water, allow recreation for the city's residents, and also include the return of natural features to the watercourse environment and its surroundings. At the same time, the competitors should offer a strategic concept for the approach to the Morava River area, accompanied by a plan for thoughtful acupuncture interventions reflecting the changing landscape and urban character of the area. The aim is to obtain a comprehensive urban solution that will offer a proposal for the organisation of the whole area.

In phase 1 of the competition, the overall conceptual solution will be important and in phase 2 there will be room for its more concrete elaboration.
The estimated investment costs for the project implementation are 244 million EUR. The competition will verify the estimated costs and will serve as an indicator for their possible update.
